More commonly it is set to detonate at around 2,000 to 3,000 feet. This greatly increases the devastation the weapon produces. This application you are quoting attempted to use nuclear weapons to create a shock wave similar to that of an underwater earthquake, thus setting off a tsunami of small size to damage and/or destroy coastal installations (such as naval yards and bases.)
