QUOTED  research into such technology has been conducted by the military as far back as World War II. According to declassified files, top-secret "tsunami bomb" experiments utilyzing nuclear explosions to trigger "mini-tidal waves" were conducted off the coast of New Zealand in 1944 and 1945.

How? Wasn't the bomb fully functional in late 1945?

This was a different application of nuclear weaponry.

The normal method of nuclear strike is for the weapon to detonate as much as one mile above the target. More commonly it is set to detonate at around 2,000 to 3,000 feet. This greatly increases the devastation the weapon produces.

This application you are quoting attempted to use nuclear weapons to create a shock wave similar to that of an underwater earthquake, thus setting off a tsunami of small size to damage and/or destroy coastal installations (such as naval yards and bases.)
